Message I had a very nice 1990 NA for 8 years and swore I'd never sell it. I had done just about everything that would bolt on, and lots of weight reduction. People with similar mods would make ~200 rwhp. As far as bang for the buck, I can't say that any single mod made a big seat of the pants difference. I did the UD pulley and the headers at the same time, and noticed my most measureable power gains. In the end, the car was mostly louder more than faster. For all the money I spent trying to make my NA faster, I don't feel that anything other than the pulley, and pop charger were really worth the money. My buddy bought a stock TT, and it would pull away from my NA badly. If I were to buy another NA, I would leave everything stock, except a pop charger, and UD pulley, and concentrate on making the car handle. My TT just doesn't have the tossability of my NA, even though it has more suspension mods. Instead of spending money on bolt ons that are more show than go, (at least as far as hp-per-dollar), I would get a 60hp wet shot, and put my money into a bottle heater, remote bottle opener, and your choice of nitrous controllers to keep it all safe. The stock ecu is safe with a small shot of nitrous, but you will want to run copper plugs. This will get you into TT territory, and if you can drive it well, you should be capable of breaking into the high 13's on street tires. Every other bolt on combined will have you struggling to get to mid 14's. It would be a sleeper, and you wouldn't have to put up with the absurdly loud drone of most of the racier na exhausts. Just my $0.02 Do whatever makes you happy, but don't expect much from an NA bolt-on unless it involves spray.
